The BASREC Ministers approved the programme while the Nordic Council of Ministers was the main financier on regional level. The Final report summarizes the results of four selected actions:

Capacity Building > A manual for decision-makers in municipalities, heating companies etc. will be made available in English, Russian and Estonian.

Development of Standards for Market Harmonisation > Contributions to ongoing activities on solid biofuel standards, and further investigations on the needs and possibilities for common test methods and rules regarding biofuels, biofuel machinery and systems.

Point Implementation > The work has been implemented in co-operation with the BASREC Climate Group in the work on developing a sector specific baseline for climate projects based on bioenergy.

Research & Development > Listed and described 27 international bioenergy networks and programmes; and developed a database with 250 entries covering regional players in bioenergy.
