Each spring, the Nordic Council of Ministers accepts applications for project funding from its NGO programme. One of the stipulations is that at least three NGOs must be involved, at least one from a Nordic country, one from Russia or Belarus and one from Poland or the Baltic states.

On 17 February 2011, the Ministers for Nordic Co-operation gathered for a meeting in Saint Petersburg for the first time. The co-operation with the Baltic States and Northwest Russia plays a vital role for the Nordic countries. Finland, which holds the Presidency of the Nordic Council of Ministers in 2011, proposed therefore that the ministerial meeting be held in Saint Petersburg.
