Climate clash on hold

In the winter, or the spring, the Norwegian parliament (Storting) will make the unpopular decisions which will result in tremendous cuts in Norwegian climate gas emissions by 2020. Or perhaps there will be yet another delay? 14 years' experience of follow-up to the Kyoto Agreement indicates that the politicians will once again put the difficult decisions off. It is much easier to save the rain forests in Brazil and Indonesia than to force Norwegians to drive their cars less.
The climate debate is no longer in vogue

Finland's climate policy has to a large extent involved an adjustment to the European Union's general climate line. The same applies to the Durban summit. Finland's support for the EU's target of a 30 per cent reduction in emissions is conditional, whereas all the major industrialised countries have sincerely promised to reduce their emissions. There is emphasis on the role of clean technology. Despite this, the main change that has occurred in the climate debate is that the whole subject has been side-tracked, left in the background of politics but out of sight.

In the weeks leading up to the climate summit in Durban there is intense debate in Sweden – on care for the elderly. The private equity firm Carema has neglected old and senile people. The company has earned big money from Swedish taxpayers while Carema's own profits have been transferred to the tax haven of Jersey. A series of reports on television, radio and in all the Swedish newspapers have has dominated the debate and shaken the government. It is perhaps typical of our times.

The new Danish government led by Social Democrat Helle Thorning-Schmidt may make history as a green government. A new energy plan contains sky-high ambitions. The business community is cautiously positive - but fears for its competitiveness.

The Icelandic government approved an action plan for climate change last year. The course they have projected will reduce net emissions of greenhouse gases by up to 30 per cent by 2020 compared to 2005 levels. The target in 2007 was to reduce emissions by 50-70 per cent before 2050. This is in line with EU policy.

Med deltagelse af blandt andre USA’s udenrigsminister Hillary Clinton blev maj måneds topmøde i Arktisk Råd en manifestation af, at spillet om Arktis er blevet international storpolitik. Danmark er med – via Rigsfællesskabet med Grønland – og ruster sig til kampen om forekomsterne af olie og gas højt mod nord.

Den förväntade utvärderingen av klimatmötet kom av sig. COP15 slutade lagom till fjärde advent. Det svenska folket som varit så engagerade inför mötet fick nu annat att tänka på. Julen stod för dörren.

København-møtet viste i hvert fall én ting: Norge kan ikke gjøre mye til eller fra for klimaet. EU er ikke så viktig det heller. Nå er det historiene om Kina, India, Brasil og Sør-Afrika som gjelder – i tillegg til at noen fortsatt tror på Obama.

Före klimatmötet i Köpenhamn var klimatdiskussionen livligare än någonsin i Finland. Efter mötet känns det som om luften gått ur en ballong. Ingen har bemödat sig om att återkomma till frågan.

Mexico skal stå i spidsen for COP16 og forsøge at lande den ambitiøse globale klimaaftale, som faldt på gulvet i København. De kaotiske forhandlinger gav det danske værtskab alvorlige skrammer. I dag er kritikken af aftalen dog mildnet en smule.
Grønland er en nøgleaktør i Arktis

Den globale opvarmning har gjort Arktis til et økonomisk og politisk særdeles hedt område, hvor den smeltende is gør ressourcerne mere tilgængelige. Grønland har allerede taget hul på mulighederne og er begyndt at udnytte dem, men det sker ikke uden massiv kritik fra miljøorganisationer.

There are a few things we Nordic citizens regularly get asked about our northern societies, which for many stand out as excellent role models in welfare, gender equality, freedom and human rights.

The principles of law, the model of the welfare state, gender equality, small class differences - you can find the common and distinctive features of the Nordic countries in all that is important in Finland. Despite this, there is surprisingly little talk about 'Nordicness' and the Nordic model. As a tribute to this very last edition of Analys Norden, I head off in search of Finland as a Nordic country. The journey begins as far away from the capital cities as possible, as close to everyday life as possible.

There must be more, not less, Nordic co-operation, says the new Minister for Nordic Co-operation, Manu Sareen. He hopes that the Nordic Region will have greater impact in Europe.

Few things are less controversial in Norway than the Norwegian, or Nordic, co-operative model. All parties and organised interest groups are in principle in agreement that it is good for the country that we have a lot of trust, small differences, a great deal of co-operation and an extensive culture of compromise. Conflicts in the Norwegian society are to a large extent about how best to preserve the co-operative model and eyes are turned more towards the EU than towards the Nordic Region.

Socially responsible banking – utopia or reality?
Two years after the collapse of the financial markets, three banks have been awarded the Nordic Council Nature and Environment Prize. Norwegian Cultura Bank, Swedish Ekobanken and Danish Merkur Andelskasse win the environment prize for sustainable banking. The prize will be presented on 3 November, almost symbolically in Iceland, the country more than any other which has paid the price for the banking community's lack of sustainability. The prize winners argue here that it is time for banks to revert to their primary purpose: to create value for society, not only for a minority of shareholders - and thereby to minimize the risk of another crisis.
