Programmes and projects will be implemented in collaboration with both public and private educational and research organisations.

The memorandum is a continuation of the multilateral cooperation that is based on the Memorandum between the Government of the Russian Federation and the Nordic Council of Ministers as of 25 August 1997. The signing ceremony took place in St. Petersburg in the Baltic State Technical University “Voenmekh”.

The signing took place during the Nordic Weeks in St. Petersburg, an event where the citizens get the opportunity to learn more about the Nordic culture and societies.
