Mobility Programmes

New mobility programme to strengthen Nordic-Baltic co-operation

A joint Nordic-Baltic mobility programme covering the areas of Public Administration, Business and Industry, and Culture is being launched by the Nordic Council of Ministers and the governments of Estonia, Latvia and Lithuania.

An annual budget of about DKK 15 million (equivalent to 2 million euros) has been earmarked for the programme, which will be launched at the beginning of 2009 and will run until 2013. The programme will be open to Baltic and Nordic participants and will contribute to strengthening the existing Nordic-Baltic co-operation. The main principles are based on participation on an equal footing as regards both financing and administration. The mobility and network activities in the programme will support the mutual Nordic-Baltic political priorities with the long-term goal of strengthening the region’s competiveness in the respective areas.

The Nordic-Baltic Mobility Programme for Public Administration

will provide funding for public servants and other personnel in the public sector to enable them to carry out study visits and work placements as well as for further training and network activities. The programme aims to facilitate harmonisation of more effective working methods in the public sector. About DKK 2 million have been earmarked for the programme in 2009. The programme will run from 2009 to 2013 and will be administered by the Nordic Council of Ministers’ Office in Estonia.

The Nordic-Baltic Mobility Programme for Business and Industry

provides funding for various interested parties in business life and the industrial sector to carry out study visits and work placements as well as further training and network activities. The programme aims to strengthen co-operation and to promote economic co-operation, entrepreneurship, regional cluster co-operation and innovation opportunities. About DKK 2 million have been earmarked for the programme for 2009. The programme will run from 2009 to 2013 and will be administered by the Nordic Council of Ministers’ Office in Latvia.

The Nordic-Baltic Mobility Programme for Culture

provides funding for network building in the long and the short term, artist-in-residencies and mobility for professional artists and in all areas of art and culture. The artistic goal is to create a platform for an innovative, dynamic Nordic-Baltic artistic and cultural life. About DKK 11 million have been earmarked for the programme in 2009. The programme will run from 2009 to 2011 and will be administered by Nordic Culture Point in Finland.

The new joint programme builds on experiences gained from the existing Nordic-Baltic programme for education, Nordplus which was launched in 2007, as well as experiences from previous Nordic-Baltic exchange and mobility programmes. The programme is financed by the Nordic and Baltic countries on equal conditions based on the relative size of the countries’ economies.
