Nordic Council of Ministers' Information Offices in Russia
The Nordic Council of Ministers is represented in Russia through two offices and three information points. The offices are located in St. Petersburg and Kaliningrad and the information points are in Petrozavodsk, Murmansk and Arkhangelsk.
The office in St. Petersburg is the oldest. It opened in 1995 and celebrated its 10th anniversary in August 2005. The office is run by a Nordic Director and in addition has about 10 locally employed members of staff who all speak a Nordic language as well as English and their mother tongue.
The office in Kaliningrad was opened in 2006 following the signing of an agreement in December 2005 by the Nordic Council of Ministers and the Russian government on the establishment of a Council Information Office in Kaliningrad. The office in Kaliningrad is run by a Nordic Director and a number of local staff.
The information points in Petrozavodsk, Murmansk and Arkhangelsk report to the St. Petersburg office and aim to disseminate information and build networks in the Barents Region. These offices co-operate closely with the Barents Euro-Arctic Council, the Barents Regional Council and the Barents Secretariat. The objective of the offices in Russia is to:
- Identify relevant Russian partners and in this way facilitate co-operation.
- Build networks with the national authorities, NGOs and other national and international players in the Russian regions.
- Be an exponent of all that is 'Nordic' and work to increase awareness around co-operation in the area of culture
- Be responsible for practical case processing, quality assurance etc. of the exchange programmes in a more efficient way than would otherwise be possible.
