Under Article 64 of the Helsinki Agreement [swe] the Council of Ministers must comply with the Council's recommendation with regard to budget plans within the financial framework.
The Presidium is responsible for preparing the Council of Ministers' proposal for the joint Nordic budget. To manage this, the Presidium has set up a Budget Group in which all party groups in the Nordic Council are represented. The national delegations may also have representatives in the Budget Group if they so wish.
The Budget Group collects the committees' and party groups' views and proposed changes to the budget with a view to drawing up the Council's overall budget. The Budget Group is responsible for subsequent negotiations with the Nordic Council of Ministers on the Council's proposal. Once agreement on the budget has been met, the Budget Group presents a draft recommendation of the Council of Ministers' budget proposal to the Presidium.
The Budget Group generally holds its meetings in conjunction with the Council's meetings, but especially in connection with the budget negotiations, the Budget Group also meets separately.
