Mr. Tuomioja, please do not misconstrue. My suggestion was that it very much depends on what sort of brief this office will be allowed to exercise. As long as it can engage in democracy export – something which I myself very much doubt, having worked with Belarus for ten years – it will of course be a worthwhile endeavour. If it cannot, I think that even those opposition groups which are disunited on other matters will construe it as a support for President Lukashenko. It very much depends on what sort of brief it will be given and will be able to maintain.
