The Nordic Working Group for Global Climate Negotiations (NOAK) invites tenders for a project “Equity and spectrum of mitigation commitments in the 2015 agreement”.
The Nordic waste group has developed three textile waste projects under the overall “Resource efficient recycling of plastic and textile waste” project activity. The projects will run for the years 2013-2014 and shall be the subject of two workshops in November 2013 and November 2014. The aim of the workshops is to involve stakeholders from different parts of the textile value chain in the ongoing projects, and to create a platform for dialogue and feedback in order to improve the projects. This procurement concerns the organization of both workshops, including practical arrangements, facilitating the events and compiling of minutes.

The environmental impact from the textile value chain is high, especially for the production process, but also for the use- and waste phases. Extended producer responsibility (EPR) solutions have been discussed as a possible policy tool to develop the market in the right direction. New business models for textiles are also being developed. This project aims to develop and propose possible packages of policy instruments, including an EPR-model, for textiles in the Nordic countries. Innovative new business models that enables more sustainable life cycles for textiles shall also be explored.
In all Nordic countries there is a great potential for increased reuse and recycling of textiles ending up in the residual waste streams. Thus there could also be a potential to build up a Nordic capacity for mechanical recycling of textiles in an industrial perspective. The project aims to explore these potentials, and propose a common Nordic strategy for improving infrastructure for collection, sorting and reuse/recycling of textiles that can also be a competitive advantage for Nordic business. This strategy could be used as a basis for Nordic Governments and other stakeholders to develop possible new instruments and measures.
The markets for collection, sorting, reuse and recycling of textiles have no specific regulations like most other waste fractions. This has led to a situation with many unserious market players. Improvements are crucial in order to develop a professional market as a basis for increased reuse and recycling. The project aims to develop a common business standard for Nordic textile collection, reuse and recycling companies based on a voluntary commitment. At the end of the project a group of Nordic textile companies and organizations should be willing to enter the commitment.
All Nordic countries have an infrastructure with municipal recycling centers as an important part of the total waste management solution for households and small companies. However, a significant amount of plastic waste from the recycling centers is sent to incineration instead of being recycled. This project aims to develop a plastic sorting guide for Nordic recycling centers in order to increase the recycling rate. The guide shall be based on practical experiences. As part of the project, the guide shall be tested at a minimum of two recycling centers.
Optimizing plastic value chains is regarded as an important measure in order to increase recycling of plastics in an efficient way. This can also lead to improved awareness of the hazardous substances contained in plastic waste, and how to avoid that these substances are recycled. As an example, plastics from WEEE is chosen as a Nordic case study. The project aims to propose a number of improvements for this value chain together with representatives from Nordic stakeholders. Based on the experiences made, a guide for other plastic value chains shall be developed.
Many Nordic countries have obtained good results on the recycling of plastic packaging from households. Nevertheless, there is a substantial potential for increased recycling of municipal plastic waste, both for plastic packaging and other waste types, such as household applications. This project aims to explore that potential, and will examine solutions for both household waste and waste from other municipal sources. A Nordic guideline for municipalities shall be developed and proposals for future solutions for collection and recycling shall be made.
