Background

The Nordic Council of Ministers (NCM) have set out a new Nordic Vision. By 2030, the Nordic countries shall become the world's most sustainable and integrated region. As part of this vision, the NCM will "promote a circular and bio-based economy, sustainable and competitive production, sustainable food systems, as well as resource efficient and a toxic-free product cycles in the Nordic countries" (objective 3, a green Nordic region). In order to deliver on this ambition, the NCM wishes to explore the potentials and barriers to circular business models, specifically models of “producer ownership”.

The purpose of the project

Through the project, the NCM seek to explore models of producer ownership. Specifically, the project will address whether, when and how models of producer ownership can be successful, i.e. being both significantly more resource efficient and economically viable. The project shall be carried out in two phases. The first phase comprises mapping and analysis, and the second phase of development of pilots.     The project should explore how models of producer ownership, as circular business models, may influence how products are produced, prevent the "take-make-waste"-model and promote strengthened producer responsibility, while still being profitable.   For more detailed information on the project, see the public procurement.

Budget

The NCM has allocated DKK 8 000 000 to the project, of which DKK 300 000 shall be set aside for third party evaluations.
