In August 2019, Nordic Council of Ministers agreed on Our Vision 2030 to become the most sustainable and integrated region in the world by 2030.  To deliver on this vision, and the goals of MR DIGITAL, the Cross Border Digital Services (CBDS) Programme was set up in 2020. This program will increase mobility and integration in the Nordic and Baltic region by building a common area for cross-border digital services.

One of the building blocks of the program is the CBDS Fund. Through open calls for innovative projects, this mechanism will fund projects 2021 - 2024, aimed at kickstarting digital cooperation initiatives across borders in the Nordic – Baltic region.

About the call

Strengthening the cooperation on cross-border digital services within the Nordic-Baltic region is one of the objectives of the Cross Border Digital Services Programme (CBDS) of the Nordic Council of Ministers. As part of the CBDS Programme, the CBDS Fund aim to fund preparatory activities for concrete cross-border digital initiatives from public sector organisations in the Nordic-Baltic region. Activities eligible for funding might be, but are not limited to, organising workshops, developing proof-of-concepts, factfinding activities and necessary travel and consultancy.  

Projects eligible for funding must show relevance to one of the three priority areas of the CBDS Programme; studying abroad, working abroad and doing business abroad. Projects should also show relevance to at least one of the Nordic Council of Ministers’ ministerial councils of EDUCATION, GROWTH and/or HEALTH

Who can apply?

All public organizations in the Nordic – Baltic region, such as local, regional or national authorities, universities and colleges, research institutes, are eligible to apply for funding. Private companies may be included as project participants, participate in the project group, or be a supplier to the project on behalf of the owner.


Criteria for funding

The application must meet the following criteria:

  • Projects must be managed and coordinated by a public entity in the Nordic-Baltic region.
  • Participants must come from at least two countries in the region. However, initiatives including participants from three or more countries will be prioritised.
  • A project can apply for maximum 1 500 000 DKK.
  • Maximum project period is 1,5 years, or to mid-2023.
  • The application must show relevance to the priorities in the CBDS programme: studying abroad, doing business abroad and working abroad.
  • The application must describe how the project will contribute to achieving the Nordic Council of Ministers “ Our Vision 2030”, the goals set up in MR-DIGITAL’s ministerial declaration Digital North 2.0, as well as relevant EU priorities.

What type of activities can be funded?

  • Organisation of cross-border workshops in the Nordic-Baltic region.
  • Searching for partners to initiate or enhance concrete projects.
  • Developing and designing proof-of-concepts.
  • Necessary travel, meetings, and consultancy.
  • Preparations to apply for participation in relevant EU programs.

The application must contain a signed application form (in pdf) and a completed budget form. Please note that the budget should be in DKK.

By submitting an application, you approve that members of the CBDS Committee as well as the Nordic Council of Ministers process the application as well as any personal information in the application electronically.  Applications must be in English, and should be sent to the CBDS-Secretariat ( by February 1, 2022. 17.00 CET.

Application assessment

Applications for funding will screened by an evaluation committee, led by the CBDS Secretariat  and with members from the CBDS Committee as well as from the Nordic Council of Ministers. The evaluation committee will make a proposal to the CBDS Programme Committee for approval.

The final decision on the selected proposals will be made by HNG DIGITAL.

Proposals by the CBDS Programme Committee, for projects to be funded, is made by consensus. If a member of the CBDS Programme Committee have any relationship to an applicant, the member shall disqualify him- or herself from the decision-making process. The same is applicable for members of HNG-DIGITAL.

Evaluation criteria

  • Coherence of project submitted with the objectives stated in the call for projects;
  • Clarity of stated objectives, project deliverables and desired outcomes;
  • Innovative nature of the project;
  • Creation of new, and development of existing, partnerships in the Nordic-Baltic region;
  • A solid financial plan and diversity of funding sources;
  • Connection between the objectives of the project and the measures described in the proposal;
  • Result in positive impact in the Nordic-Baltic region and for Nordic-Baltic collaboration;
