Herr president! Excellencies, members of the Nordic Council, dear colleagues! This year we commemorate 500 years of Reformation. This has been a factor that has strongly shaped religion, culture and even the way of life within the countries of the Nordic region. The same is true for the Low Countries – although the Counter-Reformation and the war against the Habsburg empire in the late 16th and 17th centuries strongly changed the course of history in what is nowadays called Belgium, the Netherlands, and Luxemburg.

One of the decisive aspects of the Counter-Reformation and the prosecution of protestants was a massive migration of people from the Flemish cities of Antwerp, Gand, Bruges and so on to the north, in particular to Amsterdam. It was the start of many years of hardship in Flanders, while the seven provinces of the Dutch Republic experienced their golden age. These historical parallels show both the injustice of forced migration and at the same time the opportunities it can bring.

Dear colleagues! In the International Strategy of the Nordic Council 2018–2022, it is stated that the Nordic Council will prioritise cooperation with its neighbours, in particular around the Baltic Sea, in the Arctic and in the European Union. For the EU, it is important to mark that the countries of the Nordic Council share with the Benelux their deepest respect for democracy, the rule of law, equality and human rights. Moreover, it is key to join hands in the way we further shape the Union, especially since Brexit will – and actually already does – create a new balance of power, with an even more dominant role for Germany and France. Although these countries are good friends and reliable partners both for the Nordic countries and the Benelux, it is important to join forces whenever it is appropriate in order to safeguard and advocate the common values and interests of the countries of the Nordic region and the Benelux.

Experience shows that when the Nordic countries consult each other in advance of meetings in international forums, they exert greater – and often decisive – influence. Pre-meetings and coordination ought to be the rule rather than the exception, as is indicated in your International Strategy. The same will be true for enhancing stronger Nordic, Baltic and Benelux cooperation within the European Union. The appointment in September this year of a member of staff in Brussels by the Nordic Council will certainly strengthen this endeavour.

Dear members of the Nordic Council, you can expect from the Benelux that we are ready to make this newest initiative of your Council a common success!

Herr president! Excellenser, medlemmar av Nordiska rådet, kära kolleger! I år firar vi 500 år av reformation. Det är en faktor som starkt har format religionen, kulturen och till och med livsstilen i länderna i Norden. Detsamma gäller Nederländerna – även om motreformationen och kriget mot det habsburgska imperiet i slutet av 1500-talet och på 1600-talet kraftigt ändrade historiens lopp i det som i dag kallas Belgien, Nederländerna och Luxemburg. En väsentlig konsekvens av motreformationen och förföljelserna av protestanter var en massiv flyktrörelse norrut från de flamländska städerna Antwerpen, Gent, Brygge med flera, speciellt till Amsterdam. Det var början på många hårda år i Flandern, medan de sju provinserna i den holländska republiken upplevde sin glansperiod. Dessa historiska paralleller demonstrerar orättvisan i ofrivillig migration men samtidigt också de möjligheter den kan medföra. Kära kolleger! I Nordiska rådets internationella strategi 2018–2022 fastställs det att Nordiska rådet ska prioritera samarbete med sina grannar, i synnerhet kring Östersjön, i Arktis och i Europeiska unionen. I EU är det viktigt att betona att länderna i Nordiska rådet och Benelux delar en djup respekt för demokratin, rättsstatsprincipen, jämställdheten och mänskliga rättigheterna. Dessutom är det mycket viktigt att enas om hur vi vill vidareutveckla unionen, speciellt som Brexit kommer att skapa – och i själva verket redan skapar – en ny maktbalans där Tysklands och Frankrikes roll stärks ytterligare. Trots att dessa länder är goda vänner och pålitliga samarbetspartner till både de nordiska länderna och Benelux är det viktigt att samarbeta alltid då det behövs för att trygga och förespråka de gemensamma värderingar och intressen som de nordiska länderna och Benelux har. Erfarenheten visar att då de nordiska länderna samråder med varandra inför möten på internationella forum kan de utöva de ett större – och ofta avgörande – inflytande. Förberedande möten och koordinering borde vara regel snarare än undantag, liksom det konstateras i er internationella strategi. Detsamma gäller för att öka samarbetet mellan Norden, Baltikum och Benelux inom Europeiska unionen. Nordiska rådet utnämnde i september en kontaktperson i Bryssel och det kommer definitivt att stärka dessa strävanden. Kära medlemmar av Nordiska rådet, ni kan räkna med att Benelux är redo att göra ert råds senaste initiativ till en gemensam framgång!
