At COP 25 (Madrid 2019), the Parties to the UNFCCC adopted a five year enhanced Lima work programme on gender and a gender action plan which sets out five priority areas that aim to advance knowledge and understanding of gender responsive climate action and its coherent mainstreaming  in the implementation of the UNFCCC.

 

Earlier this year, at the UN Commission on the Status of Women, CSW66 in New York, the Nordic ministers for gender equality committed to promote international cooperation, alliances and advocacy on the interconnections between climate action and gender equality, and to develop and share knowledge, as well as internally committing to advance gender mainstreaming within green transition initiatives throughout the organisation. Late last year, under the mandate of the Nordic Working Group for Climate and Air, the Nordic Council of Ministers commissioned a report to analyse how climate policies affect gender equality and vice versa in the Nordic countries; to identify what sector inclusion and data are relevant to enable an efficient implementation of gender into climate change policies; and to get an overview of participation of women in decision-making processes on climate change.

 

Furthermore, under the leadership of Nefco, The Nordic Initiative for Cooperative Approaches (NICA) has recently developed a proposal for a Nordic Framework for Paris Agreement Article 6 cooperation on carbon markets. Nordic cooperation should promote sustainable development with a particular priority of fostering of gender equality from the early stages of design and throughout the activities’ lifetime. Nefco is also managing the Beyond the Grid Fund for Africa (BGFA) – a EUR 108 million Pan-African energy access facility with a strong gender focus. BGFA awardees are required to offer equal opportunities for men and women and required to provide a company-wide acceptable gender and Sexual Exploitation, Abuse and Harassment (SEAH) policy. Furthermore, BGFA companies are requested to demonstrate their gender mainstreaming across the organisational governance structure, including gender-balanced representation at all hierarchical levels and equality of pay based on the use of specific gender pay gap indicators.
