The purpose of the Programme is to develop and strengthen the Nordic-Russian co-operation on health and prevention of diseases with a cross-border impact on the Nordic Region and Northwest Russia.
The Nordic Council of Ministers (NCM) prioritizes close co-operation with Northwest Russia.
The Thematic Programme on Health Promotion and Prevention was launched in early 2017. The programme supports co-operation between the five Nordic Countries (Denmark, Finland, Iceland, Norway, Sweden) and Faroe Island, Greenland and Åland), and the seven regions of Northwest Russia that are closest to the Nordic countries.
The purpose of the Programme is to develop and strengthen the Nordic-Russian co-operation on health and prevention of diseases with a cross-border impact on the Nordic Region and Northwest Russia. Among such diseases is, in the first place, HIV, tuberculosis and associated infections. The aim is to scale up concerted Russian-Nordic efforts in prevention of HIV and associated conditions through 1) enhancing the role of primary healthcare in prevention, diagnosis and counseling for HIV and associated infections, and 2) scaling up innovation-based prevention of HIV and associated infections among young people and promoting their volunteerism.
The National Institute for Health and Welfare in Finland (THL) has been selected as the administrator of the Programme on Health Promotion and Prevention and will also appear in partnership with the Norwegian Public Health Institute and the Swedish Agency of Public Health. Eligible partners in Russia are public sector entities, relevant NGOs and business associations.
The Programme has no open call for proposals and operates on the direct invitation principle. The invitations are sent to regional health care authorities in seven regions in Northwest Russia that are closest to the Nordic countries: City of St Petersburg, Arkhangelsk Oblast, Kaliningrad Oblast, Leningrad Oblast, Murmansk Oblast, Pskov Oblast, and Republic of Karelia.
In the Programme the participating regions propose activities which would be aimed at achieving the Programme’s purpose and objectives. Traditionally, the NCM supports actions aimed at exchange of expertise and best practices, capacity building, and study visits. Besides, the Programme should be beneficial both for the Northwest Russia and Nordic countries.
The first event of the Programme, which will bring together Nordic and Russian decision-makers and professionals, is due on 20th and 21st March 2017 when the Programme’s planning workshop and Kick-Off will take place in St. Petersburg in the premises of the Consulate General of Finland.
The Programme will end in December 2018. The total budget of the Programme is 6 million Danish Crowns.
