The Helsinki Treaty

The Helsinki Treaty is a cooperation agreement between Denmark, Finland, Iceland, Norway and Sweden. The agreement defines the framework for Nordic co-operation within the Nordic Council and the Nordic Council of Ministers.

This Treaty was signed on 23 March 1962 and entered into force on 1 July 1962.

The original text has been amended by Agreements that were signed on 13 February 1971, 11 March 1974, 15 June 1983, 6 May 1985, 21 August 1991, 18 March 1993, and 29 September 1995. The most recent amendments en-tered into force on 2 January 1996.

On 16 March 2026, the Nordic Ministers for Co-operation decided to establish a commission to revise the Helsinki Treaty. The commission will prepare a proposal for a new treaty text that enables equal participation for the Faroe Islands, Greenland and Åland in the Nordic Council and the Nordic Council of Ministers.
