President, members of the Nordic Council, dear colleagues,

it is always a sincere pleasure to be at the session of the Nordic Council. I am impressed by the discussions that were held yesterday during the opening session. We, the Baltic states, have still a lot to learn from you. This time we meet at a truly critical time. New dangers and old challenges seem to be activating almost every day wherever we look. Military conflicts in close and distant neighbourhoods, climate change, energy supply and security, as well as ebola outbreak are just some of them.

Sure, we are concerned about all of these challenges. But most of all, we are worried about the ongoing turbulences in Ukraine. Although the final results of the elections are not known yet, we witness developments which hopefully bring democratic processes and normal life back to the people. There will be no peace, security or prosperity in Europe unless we find a way to truly enforce and to revalidate the agreements that we all have signed. We must prevent dividing of countries into spheres of influence, and that can be done only if we assess all facts clearheadedly.

In this regard, I call the Nordic Council to join our support programmes for the EU Eastern Partnership countries. In this context, I would like to underline that we appreciate the networking, we, the Baltic Assembly and the Nordic Council on presidium level, have commenced with the Visegrad countries on the EU Eastern Partnership.

Colleagues,

only a few dags ago, the Baltic parliamentarians held their annual session of the Baltic Assembly. Those of you who attended our session could see that we are open and committed to the Baltic-Nordic cooperation. Cooperation between our two organisations is a unique tool and it should be oriented among other things towards innovation, smart specialisation, research and development and used for implementing realistic and practical initiatives. But I think that the most important issue to our region is a secure and independent energy network. Without that, we cannot boost our economic growth and competitiveness, as well as position the Baltic-Nordic region more broadly and aggressively in the global. Only together we have a chance to succeed.

So let us keep in mind solidarity, responsibility and involvement – the fundamental principles of international cooperation. And at the same time let us be smart and creative – let us be the chess players rather than merely chessmen.

President, medlemmar av Nordiska rådet, kära kollegor.

Det är alltid ett sant nöje att närvara vid Nordiska rådets session. Jag är imponerad av debatterna som hölls här i går under öppnandet av sessionen. Vi, de baltiska staterna, har ännu mycket att lära oss av er. Denna gång står vi inför ett verkligt kritiskt skede. Nya faror och gamla utmaningar förefaller aktiveras nästan varje dag vart vi än ser. Militära konflikter nära och fjärran, klimatförändringen, energiresurser och säkerhet såväl som ebolaepidemin är bara några av dem.

Det är klart att vi är oroade över alla dessa utmaningar. Men mest av allt är vi oroade över den pågående turbulensen i Ukraina. Även om det slutliga valresultatet inte ännu är känt ser vi en utveckling som förhoppningsvis återger folket den demokratiska processen och det vanliga livet. Fred, säkerhet och välstånd kan inte existera i Europa om vi inte finner ett sätt att verkställa och förnya de överenskommelser vi alla har undertecknat. Vi måste förebygga en uppdelning av länder i intressesfärer, och det kan ske bara om vi klartänkt bedömer alla fakta.

I detta avseende ber jag Nordiska rådet att delta i våra stödprogram för länderna i EU:s östliga partnerskap. I detta sammanhang vill jag understryka att vi värdesätter den nätverksbildning som vi, Baltiska rådets och Nordiska rådets presidier, har inlett med Visegrád-gruppen gällande det östliga partnerskapet.

För bara några dagar sedan sammanträdde de baltiska parlamentsledamöterna till Baltiska rådets årliga session. De av er som närvarade vid sessionen kunde se att vi förhåller oss öppet och engagerat till det baltisk-nordiska samarbetet. Samarbetet mellan våra två organisationer är ett unikt verktyg och det borde inriktas bland annat på innovation, smart specialisering, forskning och utveckling och användas för att implementera realistiska och praktiska initiativ. Men jag tror att den viktigaste frågan för vår region är ett säkert och oberoende energinät. Utan det kan vi inte öka vår ekonomiska tillväxt och konkurrenskraft och stärka den baltisk-nordiska regionens ställning globalt. Endast tillsammans har vi en chans att lyckas.

Låt oss alltså komma ihåg solidariteten, ansvarsfullheten och engagemanget – de fundamentala principerna för internationellt samarbete. Och låt oss samtidigt vara smarta och kreativa – låt oss vara schackspelare snarare än bara schackpjäser.
