Honourable chairman, dear colleagues,

I am honoured to address you today on behalf of the Baltic Sea Parliamentary Conference, or BSPC as we shortly call it. The fact that, as a representative of the Baltic Assembly, I am addressing you also as a representative of the Baltic Sea Parliamentary Conference, underlines how closely we are cooperating between the various parliamentary institutions in the Baltic Sea region.

The cooperation between the Nordic Council and the BSPC has been a true success story.

From the very beginning the Nordic Council has been a driving force for the BSPC and its work. The BSPC provides our countries with a political platform for parliamentarians from countries both within and outside the European Union to meet and form opinions, make use of political influence in relation to questions of regional importance and to organize a variety of joint political activities.

I believe it is this pan-European approach that makes the BSPC so unique and makes it so worthwhile to be a member. Deep connections between the Nordic Council and the BSPC are visible by the fact that many members of the Nordic Council have been very active in the work of the BSPC. Due to recent events the first name that comes to mind is Hans Wallmark. Mister Wallmark, congratulations on your new challenges as president of the Nordic Council!

Another name that I would like to mention is Christina Gestrin. For three years Christina guided the affairs of the Baltic Sea Parliamentary Conference as its Chairman, and she still is a very active and important member of our family, both in her function as a member on the BSPC's Standing Committee and as co-observer at HELCOM, together with her colleague Sylvia Bretschneider from Mecklenburg-Vorpommern, who is the current Chairman of the BSPC. Mistress Breitschneider was unfortunately not able to be here today, but she sends her best regards and wishes for a fruitful session.

As you know, the BSPC was established in 1991, in a time of profound political changes. One of the objectives then was to establish the Baltic Sea as a sea of freedom and cooperation. Through their cooperation the Nordic Council and all the members of the BSPC have contributed their share to making that vision a reality. l think this is worth keeping in mind now that we see the eastern neighbourhood of the Baltic Sea Region being ravaged by dramatic and violent events. This vicious circle must be broken by honest initiatives to reach a durable resolution of the crisis.

One such step of utmost importance is to continue the dialogue by focusing on those issues that bind all actors together. The Nordic Council and the BSPC, for instance, are deeply connected through a host of issues of common interest. We have dealt and are dealing with energy policy, climate change, research and development, human trafficking, welfare, and culture.

This year's annual conference of the BSPC in August in Olsztyn also put culture centre-stage under the overall heading "Quest for Harmony". There was plenty of room to voice concerns regarding the developments in the eastern Ukraine. However, we also used cultural issues as a means to reflect on those elements that bind all members of the BSPC together, including Russia. Let me quote this year’s final resolution of the BSPC: We expressed our deep concern over the crises in Ukraine, and we were welcoming all steps that contribute to a peaceful solution of the crises. We also stressed the importance of continuing and developing cooperation in the Baltic Sea Region, including the Northern Dimension, and of perpetuating the open, broad and trust-building dialogue within our networks and institutions.

To conclude: There are countless fields, where cooperation is possible and where it can yield results. The Nordic Council and the BSPC have proven that such cooperation can be very fruitful for the development of our common region. It is my hope that we can transfer this experience to

the entire Baltic Sea Region and to thereby keep up the dialogue and conduct active peace policy. Let us jointly face this challenge.

Ärade ordförande, kära kollegor,

Det är en ära att tala till er i dag för Parlamentariska Östersjökonferensen, eller BSPC som vi kort kallar det.  Det faktum att jag som representant för Baltiska rådet också talar till er som en representant för Parlamentariska Östersjökonferensen, understryker hur nära samarbetet mellan parlamentariska institutioner i Östersjöregionen är.

Samarbetet mellan Nordiska rådet och BSPC har varit en sann framgångshistoria.

Ända sedan början har Nordiska rådet varit en drivande kraft för BSPC och dess arbete. BSPC ger våra länder en politisk plattform för parlamentariker från länder både i och utanför Europeiska unionen att träffas och bilda åsikter, utnyttja politiskt inflytande i regionalt viktiga frågor och organisera en rad gemensamma politiska aktiviteter. 

Jag tror att det är detta paneuropeiska tillvägagångssätt som gör BSPC så unikt och gör det så värdefullt att vara medlem. De nära kontakterna mellan Nordiska rådet och BSPC märks i att många medlemmar av Nordiska rådet har varit mycket aktiva i BSPC:s arbete. På grund av den senaste tidens händelser är Hans Wallmark det första namnet jag kommer att tänka på. Herr Wallmark, jag gratulerar er till era nya utmaningar som president för Nordiska rådet!

Ett annat namn jag vill nämna är Christina Gestrin. I tre år skötte Christina Parlamentariska Östersjökonferensens affärer i egenskap av ordförande, och hon är fortfarande en mycket aktiv och viktig medlem av vår familj, både som medlem av BSPC:s ständiga kommitté och som observatör vid Helcom, tillsammans med sin kollega Sylvia Bretschneider från Mecklenburg-Vorpommern som nu är ordförande för BSPC. Fru Bretschneider kunde tyvärr inte närvara här i dag, men hon sänder sina varmaste hälsningar och önskar er en fruktbar session.

Som ni vet grundades BSPC 1991 i en tid av omfattande politiska förändringar. Ett av målen var att etablera Östersjön som ett hav av frihet och samarbete. Genom samarbetet har Nordiska rådet och alla medlemmar av BSPC bidragit till att förverkliga visionen. Jag tycker detta är värt att komma ihåg nu då vi ser hur områdena öster om Östersjön skakas av dramatiska och våldsamma händelser. Denna onda cirkel måste brytas av uppriktiga initiativ för att nå en hållbar lösning på krisen.

Ett sådant oerhört viktigt steg är att fortsätta dialogen genom att fokusera på de frågor som binder samman alla aktörer. Nordiska rådet och BSPC är till exempel tätt sammanbundna av en rad frågor av gemensamt intresse. Vi har handskats och handskas med frågor om energipolitik, klimatförändring, forskning och utveckling, människohandel, välfärd och kultur.

BSPC sammanträdde i Olsztyn i augusti till sin årliga konferens och satte kulturen i fokus under rubriken "Strävan efer harmoni". Det fanns gott om utrymme att uttrycka oro för utvecklingen i östra Ukraina. Men vi använde också kulturella frågor som ett sätt att reflektera över de element som är gemensamma för medlemmarna i BSPC, inklusive Ryssland. Låt mig citera resolutionen från BSPC i år: Vi uttryckte vår djupa oro över krisen i Ukraina och vi välkomnade alla åtgärder som bidrar till en fredlig lösning på krisen. Vi betonade också vikten av att fortsätta och utveckla samarbetet i Östersjöregionen, inklusive den nordliga dimensionen, och av att bevara den öppna, breda och förtroendeskapande dialogen inom våra nätverk och institutioner.

Sammanfattningsvis: Det finns otaliga områden där samarbete är möjligt och kan ge resultat. Nordiska rådet och BSPC har bevisat att ett sådant samarbete kan vara mycket fruktbart för utvecklingen av vår gemensamma region. Jag hoppas att vi kan utvidga denna erfarenhet till hela Östersjöregionen och därmed hålla dialogen vid liv och föra en aktiv politik för fred.
