Dear colleagues and friends. First of all, on behalf of our delegation from the Baltic Assembly, I would like to thank you for the invitation to your 75th session. Representing Latvia today, I am here together with my colleagues from Estonia and Lithuania, and also with our secretary general of the Baltic Assembly.

I would also like to thank you for your very active cooperation during this last year. It’s great to see that despite the many challenges we face nowadays, our cooperation is stronger than ever.

In September we held the traditional annual summit of the Baltic Assembly and the Nordic Council in Tallinn. Then we signed the decision on our cooperation priorities for the next three years, which is another result of our fruitful work together. Our cooperation and work in the past years have been largely affected by the Russian invasion of Ukraine. It is a clear danger to peace and stability, not only in Ukraine but also in the Nordic-Baltic region and in the whole of Europe.

This is why we agreed that our number one cooperation priority in the next three years is supporting Ukraine and repairing the damage of war. During these turbulent times it is more important than ever to keep Ukraine on the international agenda. We need to say, but also show, that we stand with Ukraine no matter what, and that our countries will continue the military, financial and humanitarian help to Ukraine.

Dear colleagues, we are the ones who lead by example. Let us not forget that. We must avoid direct or indirect activities that can legitimize Russia’s aggression on Ukraine and put at risk our good work. We have to be extra careful about the messages we deliver through our activities.

Returning to our cooperation priorities, we have also emphasized the need for a comprehensive foreign and security policy. This includes cyber security and increased resilience in the Baltic and Nordic societies to disinformation, fake news and propaganda from authoritarian regimes. The inclusion of Finland and Sweden into NATO is vital for the security of our region, and it opens new areas for cooperation: more information sharing, more joint exercises and planning and more military integration. We must use this possibility to grow stronger together.

Lastly, I would like to highlight our common goal for energy security and sustainability of the Baltic-Nordic region. Energy security is critical for economic prosperity, sustainable development and societal health, but we can not achieve this goal alone. We must therefore focus on more regional approaches.

Here I want to mention the newly established Baltic Sea Parliamentary Conference’s working group on energy security. This working group is vital when aiming towards more regional approaches to energy security and sustainability.

Dear colleagues, the strong power of the Baltic and Nordic countries lies in our close regional ties, common values and mutual trust. We also face many similar challenges that can be overcome only by joining forces. Colleagues, we must continue this unity also by supporting Ukraine on its way to victory in the current war with Russia. The peace and stability in our region depend on that.

Kära kollegor och vänner. Först och främst vill jag som talesman för Baltiska församlingens delegation tacka er för inbjudan till er 75:e session. Jag representerar Lettland och är här i dag tillsammans med mina kollegor från Estland och Litauen och generalsekreteraren för Baltiska församlingen.

Jag vill också tacka er för ett mycket aktivt samarbete under det senaste året. Det är skönt att se att vårt samarbete är starkare än någonsin trots alla utmaningar vi står inför nuförtiden.

I september höll Baltiska församlingen och Nordiska rådet sitt traditionella årliga toppmöte i Tallinn. Därefter undertecknade vi ett beslut om samarbetsprioriteringar för de kommande tre åren, vilket är ytterligare ett resultat av vårt fruktbara samarbete. Vårt samarbete under de senaste åren har i hög grad påverkats av den ryska invasionen av Ukraina. Den är ett uppenbart hot mot freden och stabiliteten inte bara i Ukraina utan också i den nordisk-baltiska regionen och i hela Europa.

Därför enades vi om att vår främsta prioritering i samarbetet under de kommande tre åren är att stödja Ukraina och återställa krigsskador. I dessa turbulenta tider är det viktigare än någonsin att hålla Ukraina kvar på den internationella agendan. Vi måste påpeka men också visa att vi står vid Ukrainas sida oavsett vad som sker och att våra länder kommer att fortsätta med det militära, finansiella och humanitära biståndet till Ukraina.

Kära kollegor, det är vi som ska föregå med gott exempel. Låt oss inte glömma det.  Vi måste undvika direkta eller indirekta handlingar som kan legitimera Rysslands aggression mot Ukraina och äventyra vårt goda arbete. Vi måste vara extra försiktiga med de budskap vi sänder genom våra handlingar.

För att återgå till våra samarbetsprioriteringar har vi också betonat behovet av en övergripande utrikes- och säkerhetspolitik. Detta omfattar cybersäkerhet och ökad resiliens i de baltiska och nordiska samhällena gentemot desinformation, falska nyheter och propaganda från auktoritära regimer. Att Finland och Sverige blir medlemmar i Nato är avgörande för säkerheten i vår region och öppnar för nya samarbetsformer: mer informationsutbyte, gemensamma övningar och planering och militär integration. Vi måste utnyttja denna möjlighet att växa oss starkare tillsammans.

Till sist vill jag lyfta fram vårt gemensamma mål om energisäkerhet och hållbarhet i den baltisk-nordiska regionen. Energisäkerhet är avgörande för ekonomiskt välstånd, hållbar utveckling och folkhälsa, men vi kan inte uppnå målet ensamma. Vi måste därför fokusera på regionala strategier.

Här vill jag nämna den parlamentariska Östersjökonferensens nyinrättade arbetsgrupp för energisäkerhet. Denna arbetsgrupp är i en nyckelroll i vår strävan efter regionala strategier för energisäkerhet och hållbarhet.

Kära kollegor, de baltiska och nordiska ländernas styrka ligger i nära regionala band, gemensamma värderingar och ömsesidigt förtroende. Vi står inför många liknande utmaningar som bara kan övervinnas genom samarbete. Kolleger, vi måste fortsättningsvis stå enade i vårt stöd till Ukraina på dess väg mot seger i kriget mot Ryssland. Freden och stabiliteten i vår region beror på det.
