The report is based on the international study International Civic and Citizenship Education Study (ICCS) from 2009 and 2016 and is published by the International Association for the Evaluation of Educational Achievement (IEA).

The Nordic countries have long traditions of democracy and Nordic students do relatively well in the ICCS surveys. The picture is also positive for general education, to which greater attention has been paid in recent educational reforms, indicating that those charged with drawing up education policy understand how important the role of the school is in establishing an understanding of democracy among the citizens of the future.
