Åland right of domicile
Åland regional citizenship
Right of domicile is required for voting and standing for election to the Parliament of Åland, for conducting business and owning land or real estate in Åland. Right of domicile is granted to anyone under the age of 18 who has a parent with right of domicile. This means that children born with their municipality of residence in Åland who have at least one parent with right of domicile are granted right of domicile at birth. Right of domicile may also be granted by the Government of Åland on application.
In many cases it is possible to conduct business or own property without right of domicile. Then a special permit is required, such as a land acquisition permit or a business licence. Right of domicile
Anyone under the age of 18 who has a parent with right of domicile automatically gets the right. This means, for example, that children born with their municipality of residence in Åland, with Finnish citizenship and at least one parent with right of domicile acquire right of domicile at birth. Right of domicile is required, among other things, in order to vote or stand for election in Åland Parliament elections, to own land or to conduct business in Åland.
Apply for right of domicile
To apply for Åland right of domicile from the Government of Åland, you must always have Finnish citizenship, be resident in Åland and have a satisfactory knowledge of Swedish.
The requirement for how long you must have been a resident of Åland varies. The main rule is that you must have been resident in Åland for at least five years since your last move. In exceptional cases, right of domicile may also be granted after a shorter period following a special review, and after at least three years of residence in Åland, if any of the following apply:
- previous right of domicile status
- previous uninterrupted residence in Åland for at least five years
- previous periods of residence in Åland totalling at least seven years
- a parent has or has had right of domicile
Right of domicile can also be lost if you live outside Åland for more than five years. However, studies do not count as moving away for a period of up to five years. If you move back to Åland, you can apply to have your right of domicile reinstated.
Applications are processed by the Government of Åland for a fee, and the processing time is usually one to two months. Applications are made through the Government of Åland’s e-services, where you can also find information on what documents must be included with the application. Land acquisition permits
The purpose of the Åland land acquisition rules is to ensure that land in Åland remains in the possession of the Åland population. If you have Åland right of domicile, you automatically have land acquisition rights, i.e. the right to purchase, lease, rent or otherwise possess land in Åland without having to apply for a permit. If you do not have right of domicile and wish to own property or land in Åland, you must apply for a land acquisition permit from the Government of Åland.

Business licences
All companies conducting business in Åland must apply for a business licence from the Government of Åland before commencing operations. If you have Åland right of domicile or have resided in Åland continuously for at least five years, you are entitled to conduct business activities without applying for a business licence.
For general partnerships and limited companies, at least one of the owners or board members is usually required to have right of domicile or to have lived in Åland for at least five years without interruption. When conducting business activities in Åland, the working language must be Swedish.

Military service
If you were born in Åland or moved to Åland as a Finnish citizen before the age of 12 and have right of domicile, you are exempt from military service in Finland.
Åland is demilitarised and neutralised. This means, among other things, that no military forces are allowed on Åland and that in the event of war Åland shall remain outside the hostilities.
