Honourable Madame Chair, dear colleagues! Let me first of all thank you for inviting me and giving me the possibility to address you once again on behalf of the Baltic Sea Parliamentary Conference, or the BSPC as we call our organization for short.

Last year I pointed out that the cooperation between the BSPC and the Nordic Council has been a true success story. Our cooperation was further intensified during this year when the President of the Nordic Council, Mr Höskuldur Thórhallsson, and the Nordic Council delegation participated in the 24th BSPC annual conference in Rostock.

Our conference took place under the heading “Baltic Sea Region – A Role Model for Innovation in Social- and Healthcare”. Even if we dealt mainly with questions of innovation in social- and healthcare, the question of cooperation in the Baltic Sea Region once again played a key role in this year’s conference.

The crisis in Ukraine was on our agenda as well. In our resolution of the conference, we welcomed the agreements concluded in Minsk, which may lead to a peaceful solution of the conflict, and insisted on their thorough and unwavering implementation. We appealed to the parties to provide comprehensive support to the work of the Organization for Security and Co-operation in Europe.

We also dealt with another topical issue, namely the refugee crisis, especially with regard to the social and health aspects of the situation. Expressing our solidarity with the refugees who are forced to flee their homelands, and being aware of the big challenge of securing a safe residence, we called on the governments of the Baltic Sea Region, the Council of the Baltic Sea States, the World Health Organization and the EU to ensure decent treatment of the refugees – especially concerning housing and healthcare. It is important that we strengthen our dialogue on this issue in the Nordic and Baltic Sea region, as the Baltic Sea Region on one side is home to some of the most important actors and facilitators in the conflict in Syria, while on the other side being a real area of accommodation in Europe for significant amounts of the Syrian refugees.

When we discussed cooperation in the Baltic Sea Region in this year’s conference, the cooperation with Russia was a key aspect. Therefore, the contribution of Mr Thórhallsson, the President of the Nordic Council, on this issue was very important.

BSPC expects that all Baltic Sea states will make efforts to ensure that the Baltic Sea Region will continue to be a region of intensive cooperation and good, peaceful neighbourliness. To achieve that, we will use all the opportunities of parliamentary, governmental and social exchange and dialogue. For this reason, we also call for a resumption of the ministerial meetings of the Council of the Baltic Sea States. This will, in our opinion, foster the dialogue and strengthen cooperation.

Ladies and gentlemen! It is the strong belief of the BSPC that cooperation can be fostered if it focuses on concrete issues that actually advance the wellbeing of the people that the BSPC and other regional actors represent.

Under the Latvian Presidency, the BSPC will focus on the education and labour markets, and the synergy between them. As they are the cornerstones of wellbeing in the region, the Latvian Presidency has made both issues very prominent in the BSPC Work Programme for the time period 2015–2016. It is our goal to find political answers to questions such as how to ensure an effective collaboration between the labour market and the educational sector; what policy measures to apply in order to promote investment; how to deal with youth unemployment and ability of the labour force, etcetera.

Ladies and gentlemen! The BSPC is active in a variety of fields, both because we hope to contribute to the wellbeing of our citizens and because we believe that we help drive concrete cooperation in the region, ultimately contributing to a safe and secure Baltic Sea Region. In my opinion it is very important and helpful for progress in several fields if we bundle our common interests and further deepen the Parliamentary cooperation between the Nordic Council and the Baltic Sea Parliamentary Conference.

Ärade fru ordförande, kära kolleger! Låt mig först tacka er för inbjudan och för att ni gett mig möjligheten att tala till er än en gång på den parlamentariska Östersjökonferensens vägnar, eller BSPC som vi kort kallar den.

I fjol påpekade jag att samarbetet mellan BSPC och Nordiska rådet har varit en riktig framgångshistoria. Vårt samarbete stärktes ytterligare i år då Nordiska rådets president Höskuldur Thórhallsson och Nordiska rådets delegation deltog i BSPC:s 24:e årliga konferens i Rostock.

Vår konferens gick under rubriken "Östersjöregionen – en förebild för innovation i social- och hälsovård". Även om vi huvudsakligen behandlade frågor om innovationer i social- och hälsovården spelade frågan om samarbetet i Östersjöregionen än en gång en nyckelroll i årets konferens.

Krisen i Ukraina stod också på dagordningen. I vår resolution välkomnade vi Minskavtalet, som kan leda till en fredlig lösning på konflikten, och yrkade på att det genomförs grundligt och orubbligt. Vi bad partierna ge Organisationen för säkerhet och samarbete i Europa ett brett stöd.

Vi behandlade också en annan aktuell fråga, nämligen flyktingkrisen, speciellt med hänsyn till social- och hälsovårdsaspekterna. Vi uttryckte vår solidaritet med flyktingarna som tvingats fly från sina hemländer och vår medvetenhet om den stora utmaningen i att säkra dem en trygg bostad. Vi vädjade till regeringarna i Östersjöregionen, Östersjöstaternas råd, Världshälsoorganisationen och EU att se till att flyktingarna behandlas anständigt – i synnerhet i fråga om boende och hälsovård. Det är viktigt att vi stärker vår dialog i denna fråga i Norden och Östersjöregionen, eftersom Östersjöregionen å ena sidan inrymmer några av de viktigaste aktörerna i konflikten i Syrien och å andra sidan hyser en stor andel av de syriska flyktingarna i Europa.

När vi diskuterade samarbetet i Östersjöregionen vid årets konferens var samarbetet med Ryssland en nyckelfråga. Därför var Nordiska rådets president Thórhallssons bidrag i frågan mycket viktigt.

BSPC räknar med att alla Östersjöstater ska göra ansträngningar för att Östersjöregionen fortsättningsvis ska vara en region av nära samarbete och god, fredlig grannsämja. För att uppnå detta mål kommer vi att utnyttja alla möjligheter till utbyte och dialog mellan parlament, regeringar och på det sociala planet. Därför kommer vi också att föreslå att Östersjöstaternas råds ministermöten återupptas. Detta kommer enligt vår uppfattning att främja dialogen och stärka samarbetet.

Mina damer och herrar! BSPC är starkt övertygat om att samarbetet kan främjas om det fokuserar på konkreta frågor som faktiskt främjar välfärden för de människor som BSPC och andra regionala aktörer representerar.

Under det lettiska ordförandeskapet kommer BSPC att fokusera på utbildningen och arbetsmarknaden och synergin mellan dem. Eftersom de är hörnstenar för välfärden i regionen har Lettland under ordförandeskapet gett båda frågorna en stor roll i BSPC:s program för åren 2015– 2016. Vårt mål är att finna politiska svar på frågor såsom hur man ska trygga ett effektivt samarbete mellan arbetsmarknaden och utbildningssektorn; vilka politiska åtgärder som bör vidtas för att främja investeringar; hur man ska hantera ungdomsarbetslösheten och arbetskraftens arbetsförmåga, etcetera.

Mina damer och herrar! BSPC är verksamt på många områden, både eftersom vi hoppas kunna bidra till våra medborgares välfärd och eftersom vi tror att vi kan hjälpa till att driva ett konkret samarbete i regionen och i slutänden bidra till en trygg och säker Östersjöregion. Enligt min mening är det mycket viktigt och nyttigt för utvecklingen på flera områden att slå ihop våra gemensamma intressen och ytterligare fördjupa det parlamentariska samarbetet mellan Nordiska rådet och den parlamentariska Östersjökonferensen.
