Thank you, dear President, colleagues, ladies and gentlemen, it's an honour to be here in Reykjavik. On behalf of the Benelux Parliament and in my capacity as President of that parliament, I would like to express my gratitude to the hosts of the Nordic Council for inviting our delegation to this meeting.

I came to Reykjavik to underline the importance of regional cooperation. It is important to support democratic forces, and I think and I'm convinced that the best answer to dictators is to stand firm in that sense. In this context, President, our contact with the Nordic Council is one of the most successful forms of interparliamentary cooperation.

In April, the Benelux Parliament was already welcomed as a guest during the thematic session at the Faroe Islands on security, peace and contingency in the North Atlantic. In August, the President of the Dutch delegation to the Benelux Parliament attended the 33rd Baltic Sea Parliamentary Conference in Elsinore. At both meetings, we discussed the rising tensions in the Baltics and the North Sea area, increased cyber attacks, sabotage of energy supplies and other critical infrastructure. These tensions call for cooperation within NATO, the Nordics, the Benelux and the Baltic Sea region.

At the April 2023 North Sea Summit in Oostende, the heads of states and governments of Belgium, the Netherlands, Germany, France, United Kingdom, Denmark, Ireland, Norway and Luxembourg together with the President of the European Commission have signed a declaration to secure our critical infrastructure in the North Sea. Arrangements have been made regarding the security of wind farms, including the deployment of drones, and there will be enhanced cooperation with the EU and NATO in this domain.

We need further strengthening of regional cooperation such as the Benelux cooperation and the cooperation among Baltic States and the Nordic Council. Last week, the Benelux Parliament organised a conference in Oostende, where the authorities and stakeholders presented their opinions on security in the North Sea ports and security of the North Sea area, where data cables, wind farms and gas pipelines need to be protected. The delegation of the Nordic Council, the Baltic Assembly, the Baltic Sea Parliamentary Conference and the British-Irish Parliamentary Assembly participated in that conference.

Finally, with the permission of the President, I want to speak about a totally different topic. I want to draw your attention to the recognition of academic and professional certificates. In 2018, the Baltic and Benelux countries concluded an agreement on automatic mutual recognition of higher education and qualifications in regulated professions, and I know the Nordic region is also interested in this topic. I very much welcome the request of the politicians of the Nordic region for progress towards automatic and mutual recognition of higher education qualifications throughout all regions.

Dear colleagues, against the background of the current internal situations and frictions, if the EU becomes a subject of criticism, the need for increased regional cooperation becomes more important. Regional cooperation is no longer an option, but a necessity. Europe's future will depend on the regional dimensions and regional interparliamentary assemblies such as the Benelux Parliament and the Nordic Council, which can play an important role in this respect. I thank you for your kind attention.

Tack, kära president, kolleger, mina damer och herrar, det är en ära att vara här i Reykjavik. På Benelux-parlamentets vägnar och i egenskap av dess talman vill jag tacka värdarna i Nordiska rådet för att ha bjudit in vår delegation till detta möte.

Jag är i Reykjavik för att betona vikten av regionalt samarbete. Det är viktigt att stödja demokratiska krafter, och jag tror och är övertygad om att beslutsamhet är det bästa sättet att bemöta diktatorer. I det avseendet, president, är våra kontakter med Nordiska rådet en av de mest lyckade formerna av interparlamentariskt samarbete.

I april deltog Benelux-parlamentet som gäst vid temasessionen på Färöarna gällande säkerhet, fred och beredskap i Nordatlanten. I augusti deltog ordföranden för den nederländska delegationen i Benelux-parlamentet i den 33:e parlamentariska Östersjökonferensen i Elsinore. Vid båda dessa möten diskuterade vi de ökande spänningarna kring Baltikum och Nordsjön, det ökade antalet cyberattacker, sabotaget av energikällor och annan kritisk infrastruktur. Dessa spänningar kräver samarbete inom Nato, Norden, Benelux och Östersjöområdet.

Vid toppmötet North Sea Summit i Oostende i april 2023 undertecknade stats- och regeringscheferna för Belgien, Nederländerna, Tyskland, Frankrike, Storbritannien, Danmark, Irland, Norge och Luxemburg tillsammans med Europeiska kommissionens ordförande en deklaration om att trygga den kritiska infrastrukturen i Nordsjön. Vi har nått överenskommelser om säkerheten i vindkraftparker, inklusive utplacering av drönare, och vi kommer att förstärka samarbetet med EU och Nato på detta område.

Vi måste ytterligare stärka det regionala samarbetet, såsom Benelux-samarbetet och samarbetet mellan de baltiska staterna och Nordiska rådet. Förra veckan höll Benelux-parlamentet en konferens i Oostende där myndigheter och berörda parter framförde sina synpunkter på säkerheten i hamnarna i Nordsjön och säkerheten kring Nordsjön, där datakablar, vindkraftparker och gasledningar måste skyddas. En delegation från Nordiska rådet, Baltiska rådet, den parlamentariska Östersjökonferensen och den brittisk-irländska parlamentarikerförsamlingen deltog i konferensen.

Slutligen vill jag, om presidenten tillåter, tala om ett helt annat ämne. Jag vill uppmärksamma er på erkännandet av akademiska och yrkesmässiga intyg. År 2018 ingick de baltiska länderna och Benelux-länderna ett avtal om att automatiskt ömsesidigt erkänna högre utbildning och kvalifikationer inom reglerade yrken, och jag vet att de nordiska länderna också är intresserade av denna fråga. Det gläder mig mycket att politikerna i Norden efterlyst ett automatiskt och ömsesidigt erkännande av högskoleutbildning i alla regioner.

Kära kolleger, mot bakgrund av rådande situationer och konflikter i olika länder kommer behovet av regionalt samarbete att öka om EU blir föremål för kritik. Regionalt samarbete är inte längre ett alternativ, utan en nödvändighet. Europas framtid kommer att bero på regionala dimensioner, och regionala interparlamentariska församlingar såsom Benelux-parlamentet och Nordiska rådet kan spela en viktig roll i detta avseende.
