Madam Chair, dear colleagues, ladies and gentlemen! I am a Dutch Member of Parliament and a Member of the Benelux Parliament, the Parliament of Belgium, the Netherlands and Luxembourg. On behalf of the Benelux Parliament, I would like to express my gratitude to the hosts of the Nordic Council for inviting a delegation of the Benelux Parliament to the annual Nordic Council theme session in the great city of Oslo. Our contacts with the Nordic Council are one of the most successful forms of inter-parliamentary cooperation. It is an honour for me to be here today at the theme session, where the emphasis of the discussions will be on the impact of artificial intelligence on geopolitics and democracy.

On June 25, 2019, the Benelux Union hosted a conference entitled "The Benelux as a living lab for artificial intelligence". Policymakers from various Benelux institutions engaged in a debate together with the European Commission, the business community, research centres and other digital society stakeholders.

The Benelux is a small but highly productive region where AI can boost economic growth potential and respond to climate, environmental pollution, energy and traffic congestion challenges. On the other hand, in a recent recommendation on combatting fake news, adopted in June 2023, the Benelux Parliament pointed out the risk of disinformation to our democratic process. AI has the same potential to negatively influence our debates.

So far, neither the Benelux Union nor the Benelux Parliament has approached AI from this angle. Therefore, we must also look at AI and the threat it presents to our democratic processes and social debates. We must call for a collaborative approach. Based on the lessons learned and the best practices that we have discussed here, I will consider how the Justice and Security Committee of the Benelux Parliament can discuss this topic as an annual theme in 2024.

Ladies and gentlemen, on November 10, the Benelux Parliament will host a conference in Groningen on climate adaptation, energy transition and innovative projects. We invited the members of the Nordic Council and the Baltic Assembly to this conference. Alone we cannot achieve the goals of the energy transition. We need to seek further collaboration and exchange our best practices. Next year, the Benelux Parliament will organise a conference on securing the critical infrastructure in the North Sea, and hopefully we as the Nordic and Benelux countries will increase the cooperation of the Nordic Sea countries.

Madam Chair! The youth have the future. Inspired by the tradition that exists in the Nordic Youth Council, since 2018 the Benelux Parliament organises a meeting with the Benelux Youth Parliament. We were inspired by the Nordic Council and the way of including youth participation. This year, we debated in The Hague on cycling policy and strategy, e-health, and supporting the participation of persons with disabilities in social life. The resolutions of the Youth Parliament on these topics will be further examined in the Benelux Parliament and they will be sent to the Committee of Ministers.

I sincerely wish to thank the Nordic Council for having exported this inspiring model of youth participation to the Benelux. I thank you for your attention.

Fru ordförande, kära kollegor, mina damer och herrar! Jag är ledamot i det nederländska parlamentet och i Benelux-parlamentet, Belgiens, Nederländernas och Luxemburgs gemensamma parlament. På Benelux-parlamentets vägnar vill jag tacka värdarna i Nordiska rådet som bjudit in en delegation från Benelux-parlamentet till Nordiska rådets årliga session i Oslo. Våra kontakter med Nordiska rådet är en av de mest framgångsrika formerna av interparlamentariskt samarbete. Det är en stor ära att kunna närvara vid sessionen, där diskussionerna huvudsakligen kommer att handla om den artificiella intelligensens inverkan på geopolitik och demokrati.

Den 25 juni 2019 stod Benelux-unionen värd för en konferens med titeln "The Benelux as a living lab for artificial intelligence". Politiska beslutsfattare från flera institutioner inom Benelux deltog i en debatt med Europeiska kommissionen, näringslivet, forskningscentra och andra aktörer i det digitala samhället.

Benelux är en liten men mycket produktiv region där AI kan öka den ekonomiska tillväxtpotentialen och hantera utmaningar i fråga om klimat, miljöföroreningar, energi och trafikstockningar. Å andra sidan antog Benelux-parlamentet i juni 2023 en rekommendation om bekämpning av falska nyheter, där man varnar för att desinformation utgör en risk för vår demokratiska process. På samma sätt kan AI påverka våra debatter negativt.

Hittills har varken Benelux-unionen eller Benelux-parlamentet tacklat AI ur denna vinkel. Därför måste vi också beakta AI och hotet som det utgör för våra demokratiska processer och samhälleliga debatter. Vi måste sträva efter en samarbetsstrategi. Med utgångspunkt i de lärdomar och metoder som vi har diskuterat här ska jag överväga om Benelux-parlamentets utskott för justitie- och säkerhetskommitté kunde ha detta som tema år 2024.

Mina damer och herrar, den 10 november står Benelux-parlamentet värd för en konferens i Groningen om klimatanpassning, energiomställning och innovativa projekt. Vi har bjudit in medlemmarna i Nordiska rådet och Baltiska församlingen till konferensen. Ensamma kan vi inte uppnå målen för energiomställningen. Vi måste eftersträva ytterligare samarbete och utbyta bästa praxis. Nästa år anordnar Benelux-parlamentet en konferens om att trygga den kritiska infrastrukturen i Nordsjön, och förhoppningsvis kommer de nordiska länderna och Benelux-länderna att bidra till ett stärkt samarbete mellan länderna kring Nordsjön.

Fru ordförande! Ungdomen är vår framtid. Med Ungdomens Nordiska råd som förebild har Benelux-parlamentet sedan 2018 ordnat möten med Benelux ungdomsparlament. Vi har tagit modell av Nordiska rådet och dess sätt att engagera ungdomar. I år har vi i Haag diskuterat cykelpolitik och cykelstrategi, e-hälsa och sätt att stödja personer med funktionshinder i det sociala livet. Benelux-parlamentet kommer att ta upp ungdomsparlamentets resolutioner om dessa frågor och remittera dem till ministerutskottet.
