Honourable Chairman, dear colleagues.

First of all thanks for inviting the representatives of the Baltic Assembly to take part in this Nordic Council conference. Many issues discussed yesterday and issues that will be discussed today and tomorrow are of great importance for the Baltic countries and for the Baltid Assebly, including the issue of security, but not only so.

Regarding Covid-19, the situation in 2021 in the Baltic states was stable for a while, but in this autumn the situation dramatically worsened. Unfortunately, the Baltic states recently had the highest rates of Covid-19 infection in Europe. It has put our health systems under pressure and prompted our governments to reimpose restrictions and even ask for international assistance.

Regarding cooperation in the Baltic states in handling the Covid crisis, we have shown great examples of efficient coordination, timely exchange of information on epidemiological situations, and close personal contacts at various levels. Those issues also have been regularly discussed at various meetings of the Baltic Assembly and its committees. At the same time, more could be done in several sectors, for example making the tourism sector more sustainable.

Our countries, the Baltic and Nordic countries, share common goals in security, economics, and politics as well as interest in the provision of stability, security and welfare in the Baltic Sea region and beyond. Although all economies suffered from the Covid-19 virus, none of the Nordic-Baltic countries ran into financial problems during the first wave.

Especially I would like to mention the role of our common Nordic Investment Bank. The timely financial assistance mechanism contributed to the region’s stability. We also cooperated greatly in repatriating our citizens, when it was quite a topical issue during the first periods of pandemic.

Dear colleagues, we can view the Covid-19 crisis as a test for our cooperation in the Nordic-Baltic region. Overall, the crisis that we all have experienced showed us that close relations among the Baltic and Nordic countries continue to be a very important tool for reaching common goals. We should acknowledge and use the geographical proximity and the deep links we share with each other to survive the ongoing pandemic and get back on track.

Therefore, in the current very hard situation, we, the Baltic countries, are thankful for help from the Nordic countries. My country, Latvia, is especially grateful to Sweden and Finland for a recent shipment of additional equipment for Covid-19 patient care to support Latvia’s healthcare system.

Ärade ordförande, bästa kollegor.

Jag vill för det första tacka er för att ni bjudit in företrädare för Baltiska rådet att delta i Nordiska rådets session. Många frågor som diskuterades i går och som kommer att diskuteras i dag och i morgon är av stor betydelse för de baltiska länderna och för Baltiska rådet, bland annat frågan om säkerhet, men inte enbart den.

När det gäller covid-19 har situationen i de baltiska staterna under 2021 tidvis varit stabil, men under hösten har situationen förvärrats dramatiskt. Tyvärr har de baltiska staterna på senare tid haft den högsta frekvensen av covid-19-fall i Europa. Det har satt ett stort tryck på våra sjukvårdsväsenden och tvingat våra regeringar att återinföra restriktioner och till och med be om internationellt bistånd.

När det gäller de baltiska staternas samarbete i hanteringen av coronakrisen har vi visat bra exempel på effektiv samordning, snabbt informationsutbyte om den epidemiologiska situationen och nära personliga kontakter på olika nivåer. Baltiska rådet och dess utskott har också diskuterat dessa frågor regelbundet vid sina sammanträden. Samtidigt kunde vi göra mer på flera områden, till exempel genom att göra turistnäringen mer hållbar.

Våra länder, de baltiska och nordiska länderna, har gemensamma mål gällande såväl säkerhet, ekonomi och politik som intresset för att upprätthålla stabilitet, säkerhet och välfärd i och utanför Östersjöregionen. Även om alla ekonomier drabbats av coronaviruset råkade inget av de nordisk-baltiska länderna ut för finansiella problem under den första vågen.

Jag vill särskilt nämna den roll som vår gemensamma Nordiska investeringsbank spelar. Det ekonomiska stödet kom i tid, vilket bidrog till stabiliteten i regionen. Vi samarbetade bra när det gällde att hämta hem våra medborgare, vilket var en aktuell fråga i början av pandemin.

Bästa kollegor, vi kan betrakta coronakrisen som ett test för vårt samarbete i den nordisk-baltiska regionen. Sammantaget visade krisen som vi alla har upplevt att nära relationer mellan de baltiska och nordiska länderna fortsättningsvis är ett mycket viktigt verktyg för att uppnå gemensamma mål. Vi bör erkänna och dra nytta av den geografiska närheten och de djupa band som vi delar med varandra för att klara den pågående pandemin och komma på rätt spår igen.

Därför är vi, de baltiska länderna, i det pågående mycket svåra läget tacksamma för den hjälp vi fått av de nordiska länderna. Mitt land, Lettland, är särskilt tacksamt mot Sverige och Finland som nyligen levererade extra utrustning för vård av coronapatienter till stöd för sjukvårdsväsendet i Lettland.
