Bioeconomy in the Baltic Sea Region

The Nordic Council of Ministers takes active part in various projects and networks in the Baltic Sea Region. This can be through direct funding of projects or through our offices in the Baltic States. Nordic Council of Ministers is lead partner in Policy Area Bioeconomy (PA Bioeconomy) in EU's strategy for the Baltic Sea Region.
About bioeconomy in the Baltic Sea Region

Many of the global challenges for sustainable development are also at stake in the Baltic Sea Region. They include a growing demand for energy and natural resources while also facing climate changes. One of the solutions is the bioeconomy - a strategic framework that builds on a circular thinking and promotion of sustainable production and use of biological resources.

 

The Baltic Sea Region has the potential to become one of the world's leading regions in green growth and sustainable development. The region has a well-developed infrastructure, technological and environmental knowledge and a large concentration of biomass. Last but not least, relevant actors in the region acknowledge a common responsibility and the need for close cooperation between research institutions, regional, national and local authorities and the business sector in order to face these challenges.

A major aim of Bioeconomy is the intelligent use of renewable biological resources from land and sea as inputs to food, feed, and non-food products. A part of the bioeconomy framework is also the transition from a fossil-based economy to a more bio-based economy with the smart use of bio-waste and bio-based processes for industries, energy production and innovative substitutes for fossil-based products. Altogether the bioeconomy offers opportunities for increased prosperity and green growth in the Baltic Sea Region.

Sustainable growth should, however, take into account not only environmental aspects but also the economic and social dimension. This means that all activities should be analysed in terms of their influence on the environment, the economy and social matters.

Under the Action Plan for the European Union Strategy for the Baltic Sea Region (EUSBSR), the Council of the Baltic Sea States (CBSS) and the Nordic Council of Ministers (NCM) are jointly leading the horizontal action, Sustainable Development, and Bioeconomy. Here, the NCM facilitates cooperation activities to drive a transition towards a bioeconomy for the Baltic Sea Region.

The PA-Bioeconomy will support the transition towards a sustainable bioeconomy in the Baltic Sea Region by efforts: to create a platform that facilitates business-science-policy dialogue and cooperation; to pool and cluster on-going activities and projects, including EUSBSR flagship projects; and to showcase good and next bioeconomy practices from around the Region.

The Horizontal Action will support the transition towards a sustainable bioeconomy in the Baltic Sea Region by efforts: to create a platform that facilitates business-science-policy dialogue and cooperation; to pool and cluster on-going activities and projects, including EUSBSR flagship projects; and to showcase good and next bioeconomy practices from around the Region.

As part of this effort, the NCM aims to present – in cooperation with European and regional partners – an initiative that will identify and launch a number of particularly important actions on the ground. In different practical and concrete ways, these actions will propel the transition towards a sustainable bioeconomy for the Baltic Sea Region. We call this initiative “10 Steps Towards Realizing the Bioeconomy in the Baltic Sea Region”. Actions are likely to include aspects of a cross-cutting nature such as bioeconomy policy frameworks and policy coherence; instruments such as new business and financing models; and bioeconomy value chain integration.

Priority Area Bioeconomy (PA Bioeconomy)

Nordic Council of Ministers is Priority Area Coordinator for Bioeconomy in EU’s BSR strategy. The project covers agriculture, forestry, fisheries and rural development. In addition to Nordic Council of Ministers, the project partners come from Sweden, Finland and Lithuania.
